The Department of Infrastructure (INF) provides high quality services to the public and Government of the Northwest Territories’ (GNWT) departments, boards and agencies including the planning, design, construction, acquisition, operation and maintenance of public transportation infrastructure and the buildings, works and equipment required for the GNWT to deliver its programs and services. INF makes essential petroleum products available for sale to the public where these products are not provided by the private sector, and promotes the development and increased use of energy efficient technologies. INF also regulates electrical and mechanical safety services and licenses individuals and vehicles operating in the territory.

The Data Management Officer performs the Sales/Inventory accounting within the ENERGY and Government of the Northwest Territories’ financial information system, so that the Fuel Services Division can ensure transactions are records in a timely, complete and accurate manner.
The Fuel Services Division (FSD) provides an essential service by facilitating an annual supply and sale of approximately 30 million litres of refined fuel products for 16 NWT communities and 21 Northwest Territories Power Corporation (NTPC) facilities. Managing the process of purchasing, transporting, and storage of bulk petroleum products, FSD establishes commission incentive contracts with local contractors to sell and distribute these petroleum products to residents and businesses. FSD is also contracted to purchase and supply power generating fuel to NTPC and to operate and maintain NTPC fuel storage facilities.
FSD operates the $55 million Petroleum Products Revolving Fund (PPRF) in accordance with the Revolving Funds Act which requires that FSD recover full operating costs through sales that may exceed $40 million annually.
The incumbent will use many systems to achieve the financial objectives of the position through the Division’s Fuel Management System, ENERGY, and the GNWT financial information system, SAM (System for Accountability and Management). The system processes information on fuel sales, customer maintenance, accounts receivable, delivery management and inventory that involve some 300 customers, 16 community fuel service contractors and over 25,000 sales transactions per annum. The incumbent is expected to learn to use all aspects of the system to a high level of competency and become a technical expert for the system. The incumbent will also be expected to regularly communicate and work with FSD Operations personnel to understand how fuel distribution and sales are performs and how operational requirement must be considered in the financial management of FSD.
FSD operates in a sales environment where sales are recorded using both manual data entry methods and point of sales devices (POS). The incumbent will be required to monitor transactions and to perform various data tests to ensure that pricing and taxes are being charged in accordance with legislated pricing and tax tables.

Typically, the above qualifications would be attained by: Completion of a Diploma in Business Administration or post-secondary course work in accounting coupled with two years of experience with inventory control activities.
Equivalent combinations of education and experience will be considered.
The salary range for this position is from $32.28 per hour to $38.54 per hour (approximately $62,946. - $75,153.) plus an annual Northern Allowance of $10,192.
