About the Job
The Department of Finance has the mandate to provide leadership and direction to the public service in all areas of finance and human resource management. This mandate includes negotiating major financial arrangements with the federal government, providing analysis and advice to the Financial Management Board, and ensuring that financial and information resources are managed effectively, efficiently and economically. This mandate also includes the recruitment and retention of a competent public service that is representative of the people it serves and the development of programs and services that effectively serve the human resource needs of the public service.
The Senior Financial Management Board (FMB) Analyst provides independent and objective analysis, and broad financial, policy and strategic advice on all government-wide on-going operations and priorities, and new strategies and initiatives with financial consequences to the highest level decision-makers in Government of the Northwest Territories (GNWT).
The incumbent is also expected to provide departments and senior managers across Government with independent advice on programs, initiatives and strategic plans that have financial impacts and broad cross-departmental implications.
Reporting directly to the Director, Management Board Secretariat, the incumbent plays a critical role in the operation of the Management Board Secretariat by functioning as an effective advocate in advancing Cabinet, FMB and broad-GNWT interests. They also provide expert advice and counselling on financial and strategic matters; along with supporting the development, implementation and reporting on government-wide Main Estimates (revenue and expenditure budgets); and assisting in coordinating financial and/or other research on behalf of the GNWT.
Typically, the above qualifications would be attained by the completion of a graduate degree in economics, business administration, and public administration, completion of a professional accounting designation, or approved equivalency plus a minimum of five years’ work experience in the areas of financial management, planning, and program design and/or evaluation.
Equivalent combinations of education and experience will be considered.
The salary range for this position is from $54.19 per hour to $64.69 per hour (approximately $105,671 - $126,146.) plus an annual Northern Allowance of $3,450.
