About the Job
The Department of Infrastructure (INF) provides high quality services to the public and Government of the Northwest Territories’ (GNWT) departments, boards and agencies including the planning, design, construction, acquisition, operation and maintenance of public transportation infrastructure and the buildings, works and equipment required for the GNWT to deliver its programs and services. INF makes essential petroleum products available for sale to the public where these products are not provided by the private sector, and promotes the development and increased use of energy efficient technologies. INF also regulates electrical and mechanical safety services and licenses individuals and vehicles operating in the territory.

The Business and Marketing Officer (Officer) directs the delivery of revenue generating commercial development activities including the management of land lease agreements, Nav Canada facility agreements, and other commercial agreements on the airport lands. This involves communication and negotiation with airport stakeholders, including lessees, licensees, air carriers, business clients, other federal, territorial and municipal government departments and agencies. Extensive consultation with the Department of Justice is required, both in daily commercial development activities and new business development opportunities.
The Officer is responsible for the interpretation and application of the Commissioner’s Public Airports Act, the Commissioner’s Airport Lands Regulations and Commercial Tenancies Act, Arbitration Act, Devolution of Real Property Act, Environmental Protection Act, Land Titles Act, Seizures Act, and Cities, Towns and Villages Act.
The Officer provides analysis of business venture opportunities and provides technical and professional advice and direction to the Airport Management team for decision making pursuant to private and public economic development at the Yellowknife Airport.
Typically, the above qualifications would be attained by:
Bachelor’s Degree in the field of Marketing, Economics, Urban Planning, Land Economics, or Airport Planning, combined with ten (10) years of leasing and property management experience; or,
Master’s Degree in the field of Marketing, Economics, Urban Planning, Land Economics, or Airport Planning, combined with 5 years of experience.
Equivalent combinations of education and experience will be considered.
The salary range for this position is from $49.02 per hour to $58.53 per hour (approximately $95,589 - $114,134) plus an annual Northern Allowance of $3,450.
