The Department of Finance has the mandate to provide leadership and direction to the public service in all areas of finance and human resource management. This mandate includes negotiating major financial arrangements with the federal government, providing analysis and advice to the Financial Management Board, and ensuring that financial and information resources are managed effectively, efficiently and economically. This mandate also includes the recruitment and retention of a competent public service that is representative of the people it serves and the development of programs and services that effectively serve the human resource needs of the public service.
Reporting to the Manager, Employee Development and Workforce Planning, this position supports the GNWT’s ability to recruit and retain and develop qualified staff by being aware of human resource issues and trends, which inform the ‘big picture’ overview of human resource and translating this awareness into an array of human resource programs.
A major challenge of the position is to assist in creating recommendations on the development and amendment of human resource programs that support the development of a northern workforce, the retention of current employees and the recruitment of qualified and suitable employees in a challenged Labour market.
Knowledge, skills and abilities:
• Proven client service orientation.
• Proven ability to communicate, both orally and in writing, with senior managers, technical staff, and other employees.
• Proven organizational and time management skills.
• Proven knowledge of Acts, Regulations, and procedures applicable to human resource management.
• Proven evaluation, analytical and research skills. Proven ability in program formulation.
• Proven knowledge and understanding of human resource services within a unionized, public service context.
• Proven consultative and facilitation skills.
• Proven understanding of the GNWT's organization, environment, culture, and business strategies with the ability to understand, recognize and/or anticipate concerns or problems that will ultimately affect the GNWT's ability to attract, retain and motivate employees.
Typically, the above qualifications would be attained by a relevant Bachelor degree.
This job opening is for a 1 Year Term.
Equivalent combinations of education and experience will be considered.
The salary range for this position is from $34.67 per hour to $41.38 per hour (approximately $67,307 to $80,691) plus an annual Northern Allowance of $3,450.
