About the Job
The Department of Infrastructure (INF) provides high quality services to the public and Government of the Northwest Territories’ (GNWT) departments, boards and agencies including the planning, design, construction, acquisition, operation and maintenance of public transportation infrastructure and the buildings, works and equipment required for the GNWT to deliver its programs and services. INF makes essential petroleum products available for sale to the public where these products are not provided by the private sector, and promotes the development and increased use of energy efficient technologies. INF also regulates electrical and mechanical safety services and licenses individuals and vehicles operating in the territory.

Reporting to the Manager, Technical Services, Air, the Senior Technical Specialist, Civil and Pavements, manages and implements the Airports Pavement Management System (APMS) for 6 paved and 21 gravel surfaced airports, including granular material inventory, located in 27 communities in the Northwest Territories.
The Senior Technical Specialist, Civil and Pavements, oversees the airport civil structures and pavement Capital and Operations and Maintenance (O&M) programs, and related technical programs by: managing a discretionary O&M budget of approximately $150,000 and a multi- year project plan involving 5 to 10 projects in different stages of development, with an annual project value of up to $2 million; monitoring project implementation, completion dates and resource allocations during all project phases; and approving expenditures of up to $100,000 for contract initiation and up to $250,000 for contract performance. The incumbent may be called upon to accept, on behalf of the airports program, completed construction and rehabilitation of airport civil structures and pavements at NWT airports.
The Senior Technical Specialist, Civil and Pavements, will work with the Department staff; other federal and GNWT departments, including Municipal & Community Affairs, Transport Canada, Environment Canada (federal regulatory agencies), communities, and air carriers, on matters of airport certification, flight operations, facility conditions and safety in order to implement the required projects.
Typically, the above qualifications would be attained by:
• A diploma in Civil Engineering Technology (geotechnical engineering, survey or other related disciplines may be considered); and,
• 10 (ten) years progressive experience in the planning, design, implementation and project management of civil engineering projects.
• Experience in a northern setting or in regional conditions similar to those found in the NWT, with specialized training in airport and/or infrastructure design, pavement design and maintenance/management would be an asset.
Equivalent combinations of education and experience will be considered.
The salary range for this position is from $49.02 per hour to $58.53 per hour (approximately $95,589 - $114,134.) plus an annual Northern Allowance of $3,450.
