Job Information

Located in Yellowknife, the Director, Stanton P3 Operations (Director) reports to the Chief Financial Officer (CFO) of the Northwest Territories Health and Social Services Authority (NTHSSA).

The Director is accountable for establishing and maintaining an effective professional relationship with NTHSSA project stakeholders and Project Company (Project Co.), ensuring that all aspects of the Stanton P3 Project Agreement (PA) are met, including identifying and managing risks and maintaining value for money.

The Director, Stanton P3 Operations leads the Government of the Northwest Territories (GNWT) oversight of the Stanton Hospital public private partnership (P3) performance-based Project Agreement (PA) signed between Boreal Health Partnership (BHP) and the GNWT. The Director leads a team and is accountable for the GNWT’s oversight of the PA, which in turn is fundamental to ensuring the GNWT’s Territorial hospital is operating within the terms of the PA, and therefore is available for the people of the NWT.

The position is accountable to manage the P3 project agreement built under a Design-Build-Finance-Maintain (DBFM) and Build-Finance-Maintain (BFM) delivery model, providing expert support and leadership on the Stanton P3 PA, ensuring adherence of the PA hospital operator provider and the associated performance-based contract provisions of the PA, all while managing complex relationships that include the provider and P3 signatories.

As the lead Stanton P3 representative for the GNWT, the Director is accountable for GNWT-related Stanton P3 performance oversight, analytics, and reporting, the latter including communication with senior levels of the Northwest Territories Health & Social Services Authority (NTHSSA), Ministers and Cabinet as required. This role therefore has significant independent accountability to the people of the NWT, being accountable for the strategic implementation and effective performance management of the Stanton P3 Agreement.

Typically, the above qualifications would be attained by:

A Bachelor’s degree in a relevant discipline such as Engineering or Business Administration, with a minimum of 8 years of experience at a management level, including 3 years in the oversight of a P3 Infrastructure Performance Agreement. Oversight experience in a hospital P3 setting would be an asset. A professional designation, such as a P. Eng., PMP or CPA would be an asset.
