The Department of Infrastructure (INF) provides high quality services to the public and Government of the Northwest Territories’ (GNWT) departments, boards and agencies including the planning, design, construction, acquisition, operation and maintenance of public transportation infrastructure and the buildings, works and equipment required for the GNWT to deliver its programs and services. INF makes essential petroleum products available for sale to the public where these products are not provided by the private sector, and promotes the development and increased use of energy efficient technologies.  INF also regulates electrical and mechanical safety services and licenses individuals and vehicles operating in the territory.

Job Information

The Senior Advisor is located in Yellowknife and reports to the Director, Strategic Energy Infrastructure.

The Senior Advisor, Indigenous Relations is responsible for assessing, researching, recommending and supporting implementation of policies, systems and processes necessary for both the Aboriginal consultation assessment and strategy as well as the Open Government Policy and the GNWT’s common approach to public engagement for Strategic Energy Infrastructure Division projects in a proactive, strategic, coordinated, timely, consistent and effective manner. The duties will be primarily focused on the advancement of the Taltson Hydro Expansion Project but other projects may also be assigned.

The Senior Advisor is the primary and direct support for the establishment, management, and coordination of Aboriginal consultation with Indigenous governments, and Indigenous organizations identified in the consultation assessments and accompanying Aboriginal strategy for assigned projects.

Knowledge, Skills and Abilities

- Understand GNWT’s Framework for Aboriginal Consultation and Open Government Policy and GNWT approach to public engagement;

- Strong communications, interpersonal and networking skills;

- Strong organizational and project management skills;

- Deep knowledge of intergovernmental relations;

- Deep understanding of the unique political climate of the NWT and the key role of Indigenous governments and Indigenous organizations;

- Strong conflict resolution, negotiation, and consensus-building skills;

- Strong relationship building skills and the ability to leverage and build alignment with resources where there is no formal reporting relationship;

- Understanding of the theories, principles, and practices of governance;

- Full and complete understanding of project management;

- Understanding of relevant legislation and regulations, policies, and guidelines;

- Knowledge of consultation guidelines, MVEIRB, and MVLWB engagement guidelines for infrastructure projects;

- Understands the Land Use Planning process between the GNWT and various Indigenous governments and Indigenous organizations; 

- Familiarity with principles and practices in Land and Resource Management;

- Knowledge of current Aboriginal rights issues;

Typically attained by:

Completion of a university degree in communication management, business management, public administration, political science, or a related field, along with a minimum of 5 years of broad professional experience in intergovernmental affairs, secretariat functions, Indigenous government and Indigenous organizations administration, governance, or similar areas, ideally in a northern government context.

The salary range for this position is from $48.40 per hour to $57.81 per hour (approximately $94,380 - $112,730) plus an annual Northern Allowance of $3,700.
