The following Economic Support Measure will be implemented immediately by the GNWT: the provision of up to $5 million dollars to create temporary housing for homeless persons to self-isolate and prevent the spread of COVID-19. This includes $1.4 million for the creation of spaces for Yellowknife’s homeless at both Aspen Apartments (36 units) and the Arnica Inn (25 units). $3.6 million will be spent to set up 130 units and provide renovation funding in communities outside of Yellowknife.
In response to residents losing income or their jobs related to the COVID-19 virus, the NWTHC has instituted actions to streamline processes for TRSP to make it more responsive and easier to access. TRSP provides rental support to residents experiencing unaffordable shelter costs. First, originally scheduled to be discontinued on March 31, the program will extend until August 31, 2020. Other beneficial changes include allowing past participants to apply, raising the minimum subsidy to $100 (maximum $500), removing the requirement to take a financial counselling course, and supporting current particpants until the end of August. The GNWT and the federal government are working together to implement a new rental support called the Canada Housing Benefit in September.

New Regulations are now in effect as of April 9, 2020 to allow tenants to defer their rental payments, check out the FAQs on Rental Regulations for details. Rental Office services will only be available by phone or email. Residents who have hearings scheduled in-person will be contacted to re-schedule to a telephone conference format. If you currently have a hearing scheduled by teleconference, it will NOT change. This will be in effect until further notice.
Homeownership programs will also be limited to repairs related to health and safety. Applications will be taken over the phone with the assistance of LHO offices.
The Northwest Territories Housing Corporation’s (NWTHC) service levels for its rental housing will be focused only repairs related to the health and safety of the unit. Tenants of these programs are permitted to delay their payments to Local Housing Organization (LHO) offices until a later date if they wish. Evictions from rental housing will not be carried out unless there is a significant matter including risk to other tenants or the NWTHC’s building. Communications for clients are continuing to be issued including posters, website postings, and through community advertising. This includes information on where residents and tenants can find out how to contact the NWTHC.
As a proactive measure to help ensure the health and wellness of NWT residents living in Public Housing seniors complexes, the NWTHC will be instituting a no-visitor policy in these buildings. The NWTHC recognizes the importance of keeping close to family and friends, but is asking for all appropriate precautionary measures be followed at this time to protect seniors and limit the chance of any outbreak.This direction is consistent with the order by the Chief Public Health Officer to prohibit indoor gatherings.
Homelessness Assistance Fund applications will continue to be processed to ensure that residents who are homeless or at risk of becoming homeless have an opportunity to access stable housing. The NWTHC will continue to collaborate closely with GNWT Departments and stakeholders to ensure matters related to homelessness receive prompt attention.
Rent relief is available to all holders of existing recreational and residential leases, on public land and applies retroactively to April 1, 2020 until March 31, 2021. This allows all leaseholders to receive the same rent relief as those who received it at the beginning of the pandemic. The rent relief does not apply to new applications received after April 1, 2020.
