Below is a list of programs and service availability during the response to COVID-19 in the territory. Click on the Department name and links for more details.

Northwest Territories Health and Social Services Authority

All community health centres across the NWT are on essential services; this means some services may not be available however: sick clinic (primary care), emergency care 24/7, immunizations, sexually transmitted infection (STI) screening, well child, and pre and post natal services remain available.

NTHSSA - Yellowknife Region

  • Walk-in Appointments at Yellowknife Primary Care (Available – altered or limited service) We ask that individuals call to secure appointments. If you present at the clinic you will be given a time for your appointment and asked to leave the premises until your appointment to maintain social distancing.
  • Yellowknife Eye Clinic (Available – altered or limited service) Eliminating walk-in type appointments and deferring non-urgent care and services. If you have an urgent issue you can still secure an appointment by phoning the eye clinic at 867-873-3577.
  • Well Child Appointments (Available – altered or limited service) Appointments will continue but only for vaccinations,
  • Routine Vaccination Appointments (Available – altered or limited service) Reviewed and triaged based on priority. Those with rescheduled appointments will be contacted directly.
  • Yellowknife Primary Care Clinic Laboratory Services  (Available – altered or limited service) Redirected to Stanton Territorial Hospital

Hay River Health and Social Services Authority

  • All clients and visitors accessing the Hay River Regional Health Center are required to enter through the Emergency entrance for screening purposes as the front doors of the Health Center will be locked.
  • Driver’s Medicals (Available) Driver’s medicals are available, please contact the Medical Clinic for an appointment 867-874-8100
  • Emergency (Available – no change in service) Entrance doors will be monitored, visitors and patients will require screening prior to entry.

  • Hay River Regional Health Centre Cafeteria (Closed to the public)
  • Laboratory Services (Altered or limited service) By appointment only call 867-874-8300.
  • Mammography Clinics (Cancelled) If you have questions or concerns please contact the Mammography program 867-874-8305
  • Medical Clinic (Available – altered or limited service) The clinic continues to be open 8:30 am to 5:00 pm. Same day appointments are not available. Please call 867-874-8100 to book an appointment. Where possible, appointments for patients will be held over the phone with a physician or nurse practitioner. If phone call appointments are not appropriate or practical, in-person appointments are available.

  • Prescription Refills (Available) Please contact the Medical Clinic (867-874-8100) for prescription refills. All prescriptions are faxed directly to Ring’s Pharmacy for pickup.

  • Psychiatry Services (Available – altered or limited service) For Psychiatrist services, follow-up and questions, please call the Hay River Medical Clinic at 867-874-8100 and ask to speak to Deb Thomson LPN.

Any visitors displaying any flu-like symptoms (cough, fever, difficulty breathing) will be denied visitation access.

Health and Social Services

  • Birth/Death/Marriage Certificate Applications and Registrations (Available). Expect delays in response time. 
  • Child Protection Records Checks to support the approval of extended family, provisional and regular foster homes; and northern contracted facilities’ staff (available)
  • Health Care Coverage Applications: Health Care Cards - (Available). Expect delays in response time.
  • Inter-Provincial Desk child protection background checks and child protection information sharing requests (available)
  • New Public requests for information in a Child and Family Services file (suspended)
  • New Public requests for information in the post Adoption Registry (suspended)
  • Out of Territory Specialized Services for children and youth (Available – altered or limited service). Urgent need only.

Education, Culture and Employment

  • Aurora College (Campuses, CLCs, and ARI buildings – Closed) - Some programs and courses have resumed. Students should contact their instructor for details.

Environment and Natural Resources

  • Environmental protection (Available – no change in service) – Environmental licences and permits are monitored and enforced as usual, including NWT Spill Report Line
  • Fishing licences (Available) – Fishing licences continue to be available online. Licences may also be available in-person through private vendors that continue to operate. Please call ahead.
  • Fur drop off (Available – altered or limited service) – Furs will be accepted by appointment only
  • Harvest activities monitoring and enforcement (Available – no change in service) – Officers continue to conduct regular patrols and enforcement, including the mobile no-harvest zone for Bathurst caribou
  • Offices, local and regional (Closed)  - ENR officers will be available by appointment only
  • Recycling depots (Closed) – All beverage container and electronic recycling depots are closed until further notice
  • Recycling depot events (Cancelled)Events cancelled in Paulatuk, Tulita and Deline


French Language Services

  • To access assistance with non-health related GNWT services and information in French, please contact Services TNO, Monday to Friday, between 8:30 a.m. and 5:00 p.m


  • Airports (Available - Altered or limited service) Until further notice, only passengers, employees and service staff are permitted inside Northwest Territories airports. If you are dropping someone off or picking someone up, please do not enter the terminal. 
  • Air Travel (Altered - Direction for travellers)
  • Road Travel (Altered - Direction for travellers) The BC/NWT Border crossing (Highway 7) near Fort Liard is closed to all traffic until further notice. Only emergency and enforcement vehicles are exempted from the closure.
  • Boilers and Pressure Vessels (Available – altered or limited service): Inspections will continue, but in-person permits will not be issued. 
  • Commercial Permits tolls, special/overweight/over-dimensional fees set to $0 until further notice.
  • Driver and Vehicle Services (Available – altered or limited service): Clients encouraged to use online services where possible. All driver exams are cancelled and Driver and Motor Vehicle (DMV) offices are now closed to clients for in-person services in Yellowknife, Fort Smith, Fort Simpson, Norman Wells and Inuvik. For information on in-person availability in DMV offices outside these communities, please contact them directly.
    • Note: The GNWT has extended the expiration dates of driver’s licences, general identification cards, and motor vehicle certificates of registration to June 1, 2020. Click here for more information.
  • Electrical and Elevators (Available – altered or limited service): Inspections will continue, but in-person permits will not be issued.
  • Fuel Services (Available – no change in service)
  • Gas Protection (Available – altered or limited service): Inspections will continue, but in-person permits will not be issued.
  • Highways maintenance (Available – no change in service)
  • Marine Transportation Services (Available – no change in service) 
  • Procurement Shared Services (Available – altered or limited service): Only accepting online tender and request for proposal (RFP) submissions until further notice. Procurement workshops are cancelled.
  • Records and Information Management Symposium (Cancelled)
  • Warehouse and Surplus Services (Closed): The Warehouse, located in Yellowknife, is now closed to the public.

Industry, Tourism and Investment

  • Business Support - (Altered services) Supports are available for NWT businesses, including: Resources for Businesses, Apply for COVID-19 Business Relief, and Information for Businesses.  
  • NWT Arts, NWT Film, Immigration, Tourism, Agriculture - (Altered or limited service) - Staff will be working remotely. While staff will be regularly checking their email and doing their utmost to keep business running as usual, there may be some delays during this time.
  • Mining Incentive Program (Altered service)
    For prospectors and companies who are funded under the 2019-2020 program, the Program Administrator will be in touch regarding current status of funded projects, contribution agreement deadlines, and to discuss final reporting.For the 2020-2021 Mining Incentive Program, the application deadline has been extended to May 29, 2020. Assessment of further extensions will be considered if required. Until further notice, client visits to the Northwest Territories Geological Survey office will only be accommodated based on need and by pre-arranged appointment.   • Mining Recorders Office (Altered service)
    The office is continuing to process all payments by phone (credit card) and electronic funds transfer. Mineral claims are being protected for 90 days. Work reports and simplified reports are being accepted but do not need to be submitted during this period. Mineral leases are being protected for 90 days. Lease payments are being accepted but are not required during this period. Prospector’s licence applications will continue to be processed. Until further notice, client visits to the Mining Recorder’s Office will only be accommodated based on need and by pre-arranged appointment. Call 867-767-9210 ext. 63464.
  • NWT Nominee Program Business Stream (Postponed) – The intake of applicants for this stream is being paused. Step two of the application process, which includes a visit to the NWT and in-person interview, will be postponed until further notice.
  • NWT Parks (Altered or limited service) - ITI is evaluating options regarding the opening of Territorial Parks. While we support individuals engaging in healthy outdoor activities with appropriate social distancing, we are also committed to following the lead of the Chief Public Health Officer of the Northwest Territories who recommends limiting the amount of contact between people - even in the outdoors. As decisions are made we will make them known to the public. Thank you for your patience during this unprecedented time.
    • NWT Parks Extended Stay Campsite Draw (Postponed) - Annual draw for extended stays at Prelude Lake and Reid Lake Territorial Parks.
  • Petroleum Resources Office (Inuvik - Altered service)
    The Office will continue to process all administrative requirements related to petroleum interests. An open call for bids is still in effect for further rights issuance. Until further notice, client visits to the Petroleum Resources Office will only be accommodated based on need and by pre-arranged appointment. Call 867-777-7477 or email
  • Regional Offices (Altered) Consistent with public health guidelines to self-isolate, ITI's Regional Offices can only be contacted by e-mail.
  • Tourism Training Fund (Program Intake Postponed)
    Any applications received to date will be kept on record until a new intake is initiated.
  • Youth Mentorship for Tourism and Tourism Business Mentorship Programs (Program Intake Postponed)


  • Access to Information and Protection of Privacy (Delayed) - The GNWT has reduced its operations to essential services and restricted the number of staff in government buildings therefore public bodies may be unable to access or process records related to access to information requests.
  • Coroner Service (Available – altered or limited services) - available via telephone and email only. Emergencies or deaths, can be reported at the 24 hour toll-free line - 1-866-443-5553
  • Corporate Registries (Available – altered or limited services) -  Effective April 6, the Corporate Registries office will be open for limited services excluding in-person service. Document submissions can be made by placing the documents in the drop box in the lobby of the Stuart M. Hodgson Building between 9:30 a.m. and 12:00 noon. All documents must be in a sealed envelope and must include contact information and payment. Online search services continue to be available.
  • Correctional Facilities (Available – altered or limited services) - All personal visit are suspended unless for exceptional circumstances such as family death or illness. Confidential in-person meetings with official visitors will be accommodated as much as possible.
  • Courts (Various changes) - The Courts of the Northwest Territories are issuing Directives to address the best response during the COVID-19 health emergency. Directives will evolve to meet these needs as required.
  • Court Registries (Available – altered or limited services) - Court Services have suspended in-person services for all Court Registries offices and Sheriff's Offices. Drop off boxes for court documents are located at the front doors of the Yellowknife and Hay River Courthouses. Click here to make your fine payment online. Find contact information at
  • Integrated Case Management (Available – altered or limited services) – Office closed to the public.
  • Legal Aid (Available – altered or limited services) - All clinics and offices are closed. Clients are encouraged to make their inquiries by phone or email.

    • NOTE: Legal Aid applications will be taken only by telephone. Clients with criminal matters before the Territorial Court between now and June 1, 2020 will be provided with a list of the lead counsel scheduled during that time along with contact information.
  • Legal Aid – Outreach Legal Aid Clinic (Available – altered or limited service) – All in-person Outreach Legal Aid Services are suspended until further notice. All community clinics for walk-in clients are cancelled, however, services will continue over the telephone and by email.
  • Legal Registries (Available – altered or limited service) - Offices operating with online services only. Exception  - Processing of submissions will continue, with delays in the Land Titles Office and are accepted by mail or by prior arrangement ( Land Titles office: 867-767-9302)
  • Maintenance Enforcement / Child and Spousal Support (Available - with altered service) – The office will be operational with reduced staffing levels. Services are available, but may be delayed. Learn more about child support during the pandemic here.
  • M.M. de Weerdt Public Legal Resource Centre (Closed)
  • Non-profit Societies (Available – altered or limited service) - Societies may, if permitted by their bylaws or if all members are in agreement, hold an AGM by means other than in-person in order to comply with any Health orders to limit gatherings.
    • Note: Corporate Registries will not be dissolving any societies for failing to file their Notices of Directors and financial statements due to their inability to hold an AGM because of the COVID-19 health emergency.
  • Parenting After Separation Workshops (Available – altered or limited service) - Workshops will continue only through the use of webinars.
  • Probation Services (Available – altered or limited service) - All mandatory reporting and check-ins by clients will be done by telephone. Supervision will continue, however, modifications will be made.
  • Public Trustee (Available - Altered or limited service) Office is closed, however, phone inquiries are being accepted. 
  • Rental Office (Available – altered or limited service) - Services available by phone or email until further notice. If you currently have a hearing scheduled by teleconference, it will NOT change.

  • Permanent Medical Impairment (PMI) appointments (Postponed) - All PMI appointments in Yellowknife will be rescheduled.
  • Reports of unsafe work (Available – no change in service) - We recommend submitting the report through WSCC Connect.
  • Treatment outside of home community (Cancelled) - Claimants will be contacted beginning March 16 to arrange for travel to their home community where they will stay until further notice.
