March 15, 2011 - The Governments of Canada and the Northwest Territories today announced an investment of over $40 million toward important infrastructure initiatives across the Northwest Territories, as part of the 2010-11 Annual Capital Plan. The Honourable Rob Merrifield, Minister of State (Transport), and the Honourable Robert C. McLeod, Minister responsible for Municipal and Community Affairs, were in Yellowknife today to highlight these initiatives. They also recognized progress on the Yellowknife Airport Combined Services Building, which is scheduled to open this spring.

“Developing Canada’s northern infrastructure remains a strategic priority for our government,” said Minister Merrifield. “These important initiatives along with the new Yellowknife Airport Combined Services Building will have a positive impact on the quality of life and economic opportunities of the territory as a whole.”

“Investment in infrastructure that supports the delivery of essential services at the territorial and local levels of government will continue to increase the quality of life and reduce the cost of living for all residents,” said Minister Robert C. McLeod. “Continuing to invest in territorial and community infrastructure remains a top priority in developing a strong, healthy, vibrant North.”

“The infrastructure initiatives across the NWT will strengthen the connections to our communities, and support economic development,” noted the GNWT’s Minister of Transportation and lead Minister Responsible for Infrastructure, Michael McLeod. “In this way, we are supporting our Government’s priorities of sustainable, vibrant, safe communities and a diversified economy providing opportunities to our communities.”

The funding announced today supports construction, upgrades and improvements for infrastructure initiatives identified in the Northwest Territories 2010-11 Capital Plan under the federal government’s Provincial-Territorial Base Fund. Included among these initiatives are roadwork in Fort Smith, the replacement of a firehall in Hay River, the construction of bridges on the Mackenzie Valley Winter Road, as well as new construction or improvements to water and wastewater infrastructure in Paulatuk, Fort Liard, and Nahanni Butte. The Yellowknife Airport Combined Services Building was identified in the Northwest Territories 2007-08 Annual Capital Plan. The Governments of Canada and the Northwest Territories invested $20.7 million towards this initiative through the Provincial-Territorial Base Fund. This new multi-use facility, which is nearing completion, will house a firehall, maintenance facilities for airports and highway equipment, as well as administrative space and offices.

Under the Provincial-Territorial Base Funding agreement of the Building Canada plan, Northwest Territories will receive a total of $185.8 million from the Government of Canada for core infrastructure priorities such as water, wastewater, green energy, as well as safe roads. Funding is being made available to address territorial, local, and First Nation priorities and objectives. Northwest Territories and other partners will also contribute at least 25 per cent of total eligible costs under the initiative.

Across Canada, Infrastructure Canada has now committed over $10.75 billion dollars toward more than 6,300 infrastructure projects as part of Canada’s Economic Action Plan. When combined with the contributions of our funding partners, there is approximately $31 billion dollars committed to infrastructure projects across the country.

Versement d’un financement pour appuyer de nouvelles initiatives dans les territories du nord-ouest

Les gouvernements du Canada et des Territoires du Nord-Ouest ont annoncé aujourd’hui un investissement de plus de 40 millions de dollars pour financer d’importantes initiatives d’infrastructure dans les Territoires du Nord-Ouest, dans le cadre du plan d’immobilisations annuel de 2010-2011. L’honorable Rob Merrifield, ministre d’État (Transports), et l’honorable Robert C. McLeod, ministre responsable des Affaires municipales et communautaires, étaient à Yellowknife aujourd’hui pour souligner ces initiatives. Ils ont également fait état des progrès accomplis dans le cadre de l’initiative du bâtiment des services combinés de l’aéroport de Yellowknife, qui devrait ouvrir ses portes ce printemps.

« Le développement de l’infrastructure du Nord du Canada demeure une priorité stratégique de notre gouvernement, a indiqué le ministre Merrifield. Ces initiatives importantes, tout comme le bâtiment des services combinés de l’aéroport de Yellowknife, auront un impact positif sur la qualité de vie et les débouchés économiques dans l’ensemble du territoire. »

De cette façon, nous appuyons l’atteinte des objectifs prioritaires de notre gouvernement, qui visent la durabilité, le dynamisme et la sécurité des collectivités, ainsi que la diversification de l’économie pour accroître les débouchés dans nos collectivités.

Le financement annoncé aujourd’hui appuie la construction, la modernisation et l’amélioration des initiatives d’infrastructure décrites dans le plan d’immobilisations des Territoires du Nord-Ouest pour 2010-2011 aux termes du Financement de base pour les provinces et les territoires. Ces initiatives comprennent des travaux routiers à Fort Smith, le remplacement d’une caserne de pompiers à Hay River, la construction de ponts sur la route hivernale de la vallée du Mackenzie, ainsi que la construction ou l’amélioration d’infrastructures liées à l’eau et aux eaux usées à Paulatuk, à Fort Liard, et à Nahanni Butte. Le projet du bâtiment des services combinés de l’aéroport de Yellowknife a été présenté dans le plan d’immobilisations annuel de 2007-2008 des Territoires du Nord-Ouest. Les gouvernements du Canada et des Territoires du Nord-Ouest ont investi 20,7 millions de dollars dans le cadre de l’initiative aux termes du Financement de base pour les provinces et les territoires. Cette nouvelle installation polyvalente, qui est presque terminée, comprendra une caserne de pompiers, des installations d’entretien pour les aéroports et l’équipement routier, ainsi que des locaux d’administration et des bureaux.

Aux termes de l’entente du Financement de base pour les provinces et les territoires du plan Chantiers Canada, les Territoires du Nord-Ouest recevront un total de 185,8 millions de dollars du gouvernement du Canada pour répondre aux principales priorités en matière d’infrastructure telles que l’eau, les eaux usées, l’énergie verte et la sécurité routière. Le financement est offert pour répondre aux besoins prioritaires du territoire, des collectivités et des Premières nations. De plus, les Territoires du Nord-Ouest et d’autres partenaires couvriront au moins 25 p. 100 des coûts admissibles totaux dans le cadre de cette initiative.

Partout au Canada, Infrastructure Canada s’est engagé à verser plus de 10,75 milliards de dollars dans le cadre de plus de 6 300 projets d’infrastructure aux termes du Plan d’action économique du Canada.
