Premier announces senior management appointment

YELLOWKNIFE (September 30, 2013) – Premier Bob McLeod announced today that Mark Warren has been named as the Deputy Minister for the Department of Lands effective April 1, 2014, the date on which the new department will be formally established.

Mr. Warren’s twenty years of management experience in the Government of the Northwest Territories include appointments to the then-Ministry of Aboriginal Affairs, NWT Housing Corporation, Department of Environment and Natural Resources and Department of Executive. He has spent the past two years leading the development of the Land Use and Sustainability Framework and assisting with the Regulatory Improvement Initiative. Under his leadership, the GNWT completed the NWT Water Stewardship Strategy, expanded the Waste Reduction and Recovery Program and developed the Greenhouse Gas and Biomass Strategies. He was responsible for representing the GNWT on the implementation committees of the first three settled land claims in the NWT and his team was responsible for negotiating five land-claim processes.

“Mr. Warren is a valued addition to our senior management team,” said Premier McLeod. “His extensive experience with sustainable development, environmental stewardship and Aboriginal self-government will serve the GNWT well as we take on the responsibilities of managing public lands, water and resources through devolution. Mr. Warren will be responsible for ensuring that decision-making about land management recognizes Aboriginal and treaty rights as well as third-party interests; takes ecological, spiritual, cultural, recreational and economic values into consideration; is a shared responsibility across the NWT; and is clear, transparent, consistent and communicated.”

The Department of Lands will be established on April 1, 2014 to administer the sustainable use of public land in the NWT after devolution. While Mr. Warren’s appointment will not formally take effect until that date, he has already assumed responsibility for the planning and preparations to establish the new department, while continuing to serve as Assistant Deputy Minister of Executive Operations in the Department of Executive. Premier McLeod will appoint a minister responsible for the new department in the coming months.
