Department Information
The Department of Infrastructure (INF) provides high quality services to the public and Government of the Northwest Territories’ (GNWT) departments, boards and agencies including the planning, design, construction, acquisition, operation and maintenance of public transportation infrastructure and the buildings, works and equipment required for the GNWT to deliver its programs and services. INF makes essential petroleum products available for sale to the public where these products are not provided by the private sector, and promotes the development and increased use of energy efficient technologies. INF also regulates electrical and mechanical safety services and licenses individuals and vehicles operating in the territory.

Job Information
The Manager, Strategic Energy Planning and Engagement (the Manager) in collaboration with the Manager, Energy Policy and Programs, is responsible for the short and long-term energy planning as well as the inter-divisional and intra-divisional support of the work of energy policy, planning, initiatives, programs and regulatory matters to ensure that commitments are set and met. The Manager leads energy planning efforts and proposes and recommends energy policies and community projects to be pursued by the Government of the Northwest Territories and coordinates the input of internal and external stakeholders for consideration.
The Incumbent will undertake and lead work planning across the Strategic Energy Policy & Programs Division to ensure that work is efficiently and appropriately apportioned and will assist the Director and the Manager of Energy Policy and Programs in ensuring that resources and people are supported and managed for the division. This requires the use of project management principles and tools within a government setting such as scoping, critical path, process, control, risk management, resource allocation, and time and task analysis.
Key Responsibilities:
- Develops and recommends territorial energy policies, strategies, and action plans, ensuring alignment with Cabinet priorities and GNWT climate and energy commitments.
- Oversees the identification, planning, and delivery of community-based energy projects across electricity, heating, and transportation systems.
- Leads energy research, data analysis, and environmental scanning to inform evidence-based decision-making and policy development.
- Provides strategic advice, briefing materials, and recommendations to senior officials, Cabinet, and Standing Committees.
- Manages divisional work planning, resource allocation, and project delivery using formal project management principles.
- Represents the GNWT in federal, provincial, territorial, and stakeholder forums on energy policy and planning.
Key Qualifications:
- A bachelor's degree in a relevant discipline such as engineering or business with five (5) years of experience in a planning and coordination capacity including experience in Energy project management.
Equivalencies:
- A diploma in a relevant discipline such as engineering or business with seven (7) years of experience in a planning and coordination capacity including experience in Energy project management.
- Equivalent combinations of education and experience will be considered.

Salary Information
The salary for this position starts at $65.25 per hour (approximately $127,238 per annum) plus an annual Northern Allowance of $3,700.
