Job Information

The Government of the Northwest Territories is seeking a skilled professional to support the planning and delivery of housing infrastructure projects across the Northwest Territories. This position offers an opportunity to work in a sector at the forefront of climate change adaptation, northern infrastructure development, and evolving government housing policy.

Reporting to the Manager, Infrastructure Planning, the incumbent is responsible for managing the planning, coordination, and delivery of construction and special projects related to housing infrastructure. The position provides expert advice and training in construction contract administration and project management to District Technical Staff, and supports districts in delivering housing infrastructure programs.

The incumbent also monitors and reports on Occupational Health and Safety (OHS) requirements associated with assigned projects and districts. In addition, the position coordinates environmental liability projects, including procuring and managing professional environmental engineering services to support assessment, remediation, and reporting activities.

The position is located in Yellowknife, Northwest Territories, with an office in downtown Yellowknife on the shores of Great Slave Lake. Housing NWT supports work-life balance and offers a competitive salary and benefits package, including relocation assistance where applicable.

Key Responsibilities

  • Collaborates with District Directors and the Manager of Infrastructure Planning to develop District annual Major Infrastructure Capital Plans.
  • Develops, implements, and maintains construction and project management frameworks that support district staff and community partners in housing program delivery.
  • Develops and monitors construction and labour contracts, including tendering processes implemented by districts and communities, ensuring compliance with applicable legislation, GNWT policies, and Housing NWT procedures.
  • Provides advice, technical expertise, and training in construction contract law and project management to Housing NWT district staff and community delivery organizations to support effective housing program implementation.
  • Provides project management advice and support, or directly manages delivery of major capital and special projects (e.g., seniors' housing complexes) through all phases of planning, procurement, and construction.
  • Prepares reports, briefing notes, project management manuals, standards, guidelines, and Financial Management Board (FMB) submissions for senior management and ministerial decision-making.
  • Provides functional guidance, direction, and performance input regarding district technical staff to support consistent project delivery across regions.
  • Coordinates environmental liability projects, including the procurement and management of professional environmental engineering firms and reporting on project progress and outcomes.
  • Monitors Occupational Health and Safety requirements for assigned projects and supports compliance with applicable legislation and GNWT standards.

Key Qualifications

  • Typically, the above qualifications would be attained by:
  • A diploma in Architectural Technology or Engineering Technology, and
  • Four (4) years of experience in construction project management and contract administration, including at least one (1) year of mentoring or providing technical guidance to staff.

Equivalencies

  • Equivalent combinations of education and experience will be considered. For example:
  • A degree in Architectural Technology or Engineering Technology, and
  • Two (2) years of experience in construction project management and contract administration, including at least one (1) year of mentoring or technical guidance experience.

Working Conditions

  • The position is based in an office environment in Yellowknife with regular use of computers and standard office equipment.
  • Some travel within the Northwest Territories may be required to support project planning, monitoring, and coordination with district offices, communities, and contractors. Travel may involve small aircraft and travel to remote northern communities.
  • The incumbent may occasionally visit construction sites and may be required to follow standard construction site safety practices and personal protective equipment requirements.
  • Work may involve managing multiple priorities and deadlines associated with capital infrastructure projects, reporting requirements, and coordination with internal and external stakeholders.
