Department Information

The Department of Finance has the mandate to provide leadership and direction to the public service in all areas of finance and human resource management. This mandate includes negotiating major financial arrangements with the federal government, providing analysis and advice to the Financial Management Board, and ensuring that financial and information resources are managed effectively, efficiently and economically. This mandate also includes the recruitment and retention of a competent public service that is representative of the people it serves and the development of programs and services that effectively serve the human resource needs of the public service.

Job Information

We are seeking a skilled and motivated Internal Audit Manager I to help strengthen accountability, transparency, and effective use of public resources across departments and agencies.
This role is ideal for an experienced Internal Auditor ready to grow into audit leadership while working on meaningful, GNWT-wide initiatives under the mentorship of the Director, Internal Audit.

As you will be reporting to the Director, Internal Audit, the Internal Audit Manager I plans, manages, and delivers a wide range of scheduled and unscheduled internal audits approved by the GNWT Audit Committee or directed by the Comptroller General. Audits span operational, IT, compliance, risk, governance, and special investigations and provide Senior Management with independent, objective advice to support strong public service delivery.

Key Responsibilities:

Manage 7-10 audit projects annually, working on several audits concurrently
Lead and coordinate audit teams of up to four staff and contractors
Develop audit scope, objectives, and plans using risk based methodologies
Review audit findings, conclusions, and recommendations for Senior Management

Key Qualifications:

  • A four year degree from an accredited university, and
  • Certified Internal Auditor designation, and
  • either a professional accounting designation (Canadian CPA), or a master program (MBA, MPA), and
  • Over five years of current internal auditing experience primarily in operational and information technology audits plus a year of supervision
  • Will be a member of the Institute of Internal Auditing
  • The incumbent is responsible for attaining sufficient professional development education annually to maintain the respective professional auditing and professional designations.

Equivalencies that will be considered:

  • A diploma or degree in a related field (Accounting, Finance, Business Administration, Public Administration, Economics, Information Systems, or Management) with 6-8 years of progressively responsible experience in internal auditing, external auditing, evaluation compliance, risk management, or assurance functions, including:
    • Operational and /or IT audits
    • Risk based audit planning
    • Internal controls and governance reviews
    • Public sector, Crown corporation, or large complex organization experience
  • And demonstrated leadership or supervisory experience such as:
    • Leading audit projects or teams
    • Acting as lead auditor or project manager
    • Providing coaching, mentoring, or performance oversight
