The Department of Executive and Indigenous Affairs works to provide overall management and direction to the Executive branch of the Government of the Northwest Territories. The Department is responsible for: coordinating and supporting the planning, implementation, monitoring and evaluation of initiatives and actions in support of cross-government goals. The Department is responsible for ensuring mutually respectful intergovernmental relations between the territorial government and Aboriginal, provincial, territorial and national and international governments are maintained; along with negotiating and implementing land, resources And self-government agreements that address Aboriginal rights in the Northwest Territories.
Job Information
We are seeking a highly skilled and strategic professional to fill the position of Director of Legislative Affairs and House Planning for a one¿year term.
This senior leadership role is responsible for providing authoritative policy, procedural, and strategic advice to the Executive Council on all legislative initiatives and House matters. The position plays a critical role in supporting the effective operation of the Executive Council and the orderly conduct of government business during Sessions of the Legislative Assembly.
Key Responsibilities
As Director of Legislative Affairs and House Planning, you will:
- Provide objective, timely policy advice and recommendations to the Executive Council on legislative proposals, draft bills, and Commissioner in Executive Council regulations.
- Advise the Government House Leader and Executive Council on the development, prioritization, sequencing, and delivery of the Government¿s legislative agenda.
- Chair the Legislative Initiatives Committee, leading cross¿government analysis of legislative initiatives and ensuring comprehensive, corporate advice to Cabinet.
- Provide expert guidance to Ministers¿ Offices, Deputy Ministers, and senior officials on legislative development processes and requirements.
- Ensure the Executive Council is fully prepared for House business by coordinating, reviewing, and disseminating all required Session¿related documentation.
Key Qualifications
- A post-graduate degree and 7 years relevant experience, including a minimum 3 years working with legislative policy, preferably with a central agency of government or with the Legislative Branch of government, and including 3 years of supervisory or project leadership experience.
Relevant experience includes:
- Advanced legislative, parliamentary, or Cabinet level policy expertise
- Sustained experience advising senior decision makers (Cabinet, Ministers, House Leaders, Deputy Minister lever)
- Leadership or coordination responsibility comparable to a Director role
- Experience operating in a high pressure, politically sensitive environment
Education and Experience equivalency that will be considered:
- Bachelors degree (Political Science, Law, Public Administration, Public Policy), and
- 9-10 years of progressively responsible experience, including:
- 4-5 years working directly with legislative policy, parliamentary procedures, or legislative development, and
- 3+ years in a senior advisory, supervisory, or lead coordination role

Salary Information
The salary range for this position is from $78.71 per hour to $112.44 per hour (approximately $153,485 - $219,258.) plus an annual Northern Allowance of $3,700.
