Department Information

The Northwest Territories Legislative  Assembly  is  one  of  the  three  distinct  and  autonomous   branches  of  the Government  of  the   Northwest  Territories  (Legislative,  Executive  and  Judicial).  As  such, it operates with  autonomy  and  independence  from  Cabinet direction  and the  public service at large. This independence  is critical  to the  mandate  of  the  Legislative  Assembly  to scrutinize and approve  legislation  and  budgets proposed  by cabinet, monitor and critique the activities and performance of the  executive  branch and provide a forum for the exercise of responsible parliamentary democracy in the  Northwest Territories.

Job Information

As the Manager of Research Services, you will lead the delivery of high quality research, analysis, and advisory services to Members of the Legislative Assembly, the Speaker, and senior leadership. You will oversee a team, manage research priorities, and ensure that information provided supports informed decision making on legislation, policies, and public issues. This is a non-partisan role requiring a neutral, impartial, and confidential approach to research and analysis. As the Manager of Research Services, you will develop briefing materials, guide complex research projects, and build strong working relationships with Members and stakeholders while operating with a high degree of independence and professionalism. To be successful in this role, you will bring strong research, analytical, and writing skills, demonstrated experience leading teams and managing competing priorities, sound knowledge of public policy, legislative processes or government operations, and the ability to operate with discretion and judgment in a politically sensitive environment.


Key Responsibilities

  •  Leads, mentors, and supports Research Analysts by setting priorities and performance objectives, managing workflow and resources, assigning requests, and monitoring results to ensure high-quality service delivery and staff development. 
  • Builds and maintains strong, trust based relationships with Members, Committees, and senior government officials to ensure confidence in research and advice, while facilitating effective information flow to support Members needs.
  •  Establishes and enforces standards, practices, and procedures to ensure research and analysis are high-quality, impartial, and confidential, while aligning services with expectations set by senior leadership.
  • Provides timely research, analysis, and briefings to Members and senior leadership by synthesizing complex information, while collaborating with staff to support evolving requests.
  • Leads and contributes to corporate initiatives, including projects, transition planning, and organizational priorities, through drafting materials, coordinating stakeholders, and participating in strategic discussions.

Key Qualifications

  • Completion of a degree in Law, Public Administration, Political Science, Economics or a related discipline, combined with 2 years of management experience and 3 years of experience including some or all of the following: public sector policy and/or legislation development, legislative drafting, work for elected officials, and northern political and public policy issues.
  • For the purpose of this competition, management experience refers to demonstrated experience supervising staff and collaborating with other teams or units where there are areas of overlapping engagement.

Equivalencies

  • Completion of a college/university diploma in Law, Public Administration, Political Science, Economics or a related discipline, combined with 2 years of management experience and 5 years of experience including some or all of the following: public sector policy and/or legislation development, legislative drafting, work for elected officials, and northern political and public policy issues.
  • Completion of a master's degree in Law, Public Administration, Political Science, Economics or a related discipline, combined with 2 years of management experience and 1 year of experience including some or all of the following: public sector policy and/or legislation development, legislative drafting, work for elected officials, and northern political and public policy issues.
  • All other equivalencies will be considered on a case-by-case basis.

The salary range for this position is from $65.25 per hour to $77.95 per hour (approximately $127,238 - $152,003) plus an annual Northern Allowance of $3,700.
