The Department of Finance has the mandate to provide leadership and direction to the public service in all areas of finance and human resource management. This mandate includes negotiating major financial arrangements with the federal government, providing analysis and advice to the Financial Management Board, and ensuring that financial and information resources are managed effectively, efficiently and economically. This mandate also includes the recruitment and retention of a competent public service that is representative of the people it serves and the development of programs and services that effectively serve the human resource needs of the public service.

Are you looking to apply your skills as an economist or policy analyst in a meaningful way? The Department of Finance is seeking a Tax Policy Analyst to deliver high-quality research, analysis, and strategic advice on taxation policies impacting the Northwest Territories (NWT).

Reporting to the Manager, Tax Policy, this role must have hands-on experience in evidence-based tax policy analysis, revenue forecasting and economic research into the effects of tax policy changes on NWT residents, businesses, and government finances. 

This position plays a critical role in GNWT fiscal planning and supports the development of recommendations for senior management, Cabinet, and the Minister of Finance.

Key Responsibilities: 

  • Analyze taxation issues, economic trends, and policy implications to support GNWT tax policy development.
  • Develop and maintain models to forecast major tax streams including personal and corporate income tax, property tax, fuel tax, carbon tax and tobacco tax (using tools such as Excel and Access).
  • Evaluate the effects of GNWT, federal, and other jurisdictions - tax initiatives on the NWT economy, residents, and government revenues.
  • Prepare briefing notes, reports, and recommendations for senior management, Cabinet, and the Minister of Finance.
  • Interpret and analyse tax legislation, monitor track policy changes across jurisdictions, and recommend changes aligned with GNWT objectives.
  • Perform annual tax revenue reconciliations under various tax administrative agreements between Canada and the Northwest Territories.

Key Qualifications: 

  • A university degree in a related field 
  • Two (2) years of relevant experience in public finance or fiscal policy analysis. 

Equivalencies that may be considered:

  • A graduate degree in economics or related field and no directly related experience.

Related education fields include:

  • Economics, 
  • Business Administration (with a specialization in finance or economics), 
  • Public Administration (with a focus on policy or economics)

Relevant experience includes: 

Experience in one or more of the following areas is considered of value:

  • Economic and fiscal analysis, 
  • tax policy development, 
  • revenue forecasting and financial modelling, 
  • legislative and regulatory analysis, 
  • writing reports and briefing material for senior decision makers.

The salary range for this position is from $65.25 per hour to $77.95 per hour (approximately $127,238 - $152,003.) plus an annual Northern Allowance of $3,700.
