Job Information
The Senior Contracting Specialist provides expert, efficient, effective and professional services on tendering, contracting, contract and financial administration for the Corporation.
The Senior Contracting Specialist is responsible and accountable for ensuring that an accountability framework is being adhered to that ensures the accuracy and integrity of contracting processes including ensuring that all contracting activates preformed in accordance with the GNWT and Northwest Territories Housing Corporation (NWTHC) policies and procedures.
Key Responsibilities:
- Provides expert advise and support for contracting activities including the preparation, evaluation and administration of tenders, Request for Proposals.
- Ensure capital projects be maintained in an accurate , effective, and efficient manner and in accordance with legislation, policies and procedures.
- Tracks, record, and reports on contract decision for procurement of construction contracts on behalf of the NWTHC.
Key Knowledge, Skills and Abilities
- Knowledge of tender/contract procedures, polices and contract administration.
- Working knowledge in computer software applications using PC software including Access, MS Word, Excel and Outlook.
- Knowledge of northern culture and political environment.
- Accounting, analytical and problem solving skills to ensure all financial transactions are accurate and properly recorded in a timely manner.
- Ability to communicate effectively both orally and in writing.
Key qualifications:
Completed of post-secondary education in procurement/ business, engineering or a related discipline combined with 5 years¿ related experience in a project management or related contracting environment.
Equivalencies:
A candidate with a Master¿s degree in procurement/business, engineering or related discipline would require a minimum of 3 years of experience in a project management or related contracting environment
A candidate with a diploma in procurement/business, engineering or related discipline would require a minimum of 7 years of experience in a project management or related contracting environment to screen in.
Related Discipline:
Bachelor of Commerce, Business Management
Or Specialized Business Programs such as Supply chain management, Operations management, Procurement / Purchasing management, Logistics and transportation, Project management, Finance or accounting (cost control, budgeting), Architecture, and Construction management.
For related experience, we would define this as
- Procurement roles in a project or public sector environment
- Financial accounting in the context of a construction company or related environment
- facility or asset management in a contracting environment
- Project management involving construction
- Engineering or architecture with a focus on procurement, contracting, contract administration

Salary Information
The salary range for this position is from $56.99 per hour to $68.06 per hour (approximately $111,131 - $132,717.) plus an annual Northern Allowance of $3,700.
