The Department of Health and Social Services works under the direction of the Minister and Deputy Minister, in partnership with the Health and Social Services Authorities, to support the health and wellbeing of people across the NWT through planning, development, evaluation and reporting on program and service delivery.

Government IT can be frustrating work, because sometimes you are working on something but can¿t see the purpose of it or how it will contribute to the organization¿s mission, or why you¿re working on something when you think another project is more important.  The Strategic Business Analyst will be involved in planning the IT work to be done, and shaping the organization¿s mission.  You will have the opportunity to sit in on high-level strategic discussions with senior management and gain a deeper understanding of what the organization is trying to do and how IT can enable those goals.  You will be looking at the big picture and all IT projects and initiatives, instead of being constrained to a single project.  You will gain an understanding of what drives decision-making at the highest levels in the GNWT, which will prepare you to step into future leadership roles.  

Key Responsibilities
Perform business analysis/feasibility studies on large-scale, NWT-wide eHSS systems.
Assist in the development of informatics business planning exercises for the Division as it relates to the Territorial HSS (Health and Social Services)  Informatics Plan and the Departmental Business Plan.
Support NWT electronic Governance structures and ensure processes align with Territorial HSS strategic direction

Key Knowledge, Skills and Abilities
In-depth knowledge of informatics and information systems, design, development, implementation and maintenance.
In-depth knowledge of software development and hardware capabilities and requirements including deliver platform/technical architecture.
Proven informatics business analysis skills including the ability to conduct feasibility and cost/benefit analysis studies.
Excellent verbal and presentation communication skills including the ability to translate complex technical information into plain language for a variety of stakeholders including Senior Management, Middle Management and system users including physicians, nurses and allied HSS practitioners. 
Highly self-motivated and directed.
Solid understanding of the health care system and the delivery of eHSS services.

Key Qualifications
A Bachelor¿s degree in Information Systems, Computer Science; Health Informatics or related field (public administration) and 4 years of recent experience in Information Technology including at least two years in business analysis; or

A Masters degree in Information System, Computer Science; Health Informatics or related field (Business Administration, Public Administration) and 2 years of recent experience Technology including at least 2 years in business analysis.
