Department Information

The Department of Education, Culture and Employment (ECE) provides the residents of the Northwest Territories with access to quality programs, services and support to assist them in making informed and productive choices for themselves and their families with regard to education, training, careers, employment and labour, child development, languages, culture and heritage.

Job Information

The Program Specialist develops and interprets the framework for the introduction, administration, evaluation and deliver of one or more Income Security program(s). This position impacts all divisional staff, program delivery staff, and program recipients via involvement in the development, implementation and deliver of Income Security Programs.

Key Responsibilities
Develops the legislative, policy and operational framework of one or more program
Supports deliver of programs by interpreting program legislation, policies and guidelines. 
Evaluate, monitor and report on program activity.

Key Knowledge, Skills and Abilities

  • Knowledge of government, department and divisional practices as they relate to the political realities of operating in the public sector 
  • Familiarity with practices in other jurisdictions regarding income security programs
  • Research and analysis of income security issues, trends, programs, practices in various jurisdictions
  • Produce written communication including original correspondence, standard reports and briefing notes, original proposal/position =papers, and procedure documentation 
  • Demonstrated project management ability, independent or n a partnership
  • Ability to work in a complex environment providing a service while monitoring activity

Key Qualifications

A relevant post-secondary degree, and 2 years of experience delivering income security related programs relevant to one or more program areas such as: student financial assistance OR social (income) assistance OR child care subsidy OR seniors subsidies.

Equivalent Education and Experience
A relevant diploma and four years of experience delivering income security related programs relevant to one or more program areas such as: student financial assistance OR social (income) assistance OR child care subsidy OR seniors subsidies.

Relevant education that may be considered include:

  • Business Administration, Education, Psychology, and Social Science
