Department Information

The Department of Finance has the mandate to provide leadership and direction to the public service in all areas of finance and human resource management. This mandate includes negotiating major financial arrangements with the federal government, providing analysis and advice to the Financial Management Board, and ensuring that financial and information resources are managed effectively, efficiently and economically. This mandate also includes the recruitment and retention of a competent public service that is representative of the people it serves and the development of programs and services that effectively serve the human resource needs of the public service.

Job Information

Located in Hay River, the Senior Purchasing Officer reports directly to the Manager of Purchasing and Distribution. The Senior Purchasing Officer is the primary purchaser of liquor, cannabis and liquor and cannabis related products in the Northwest Territories (NWT) and is the frontline contact for the NTLCC¿s contract operated liquor stores along with all private cannabis stores in the NWT.

Critical Knowledge, Skills and Abilities

  • Knowledge, skills and understanding of purchasing, transportation, and inventory management, in a complex regulatory environment.
  • Experience and knowledge of general conventional purchasing standards and principles.
  • Computer skills including database management applications, inventory management, word processing, spread sheets and electronic mail.
  • Organizational and time management skills. The ability to prioritize tasks, and to work independently. The ability to work under stressful conditions during periods of extreme workloads and to meet critical deadlines.

Typically attained by

  • Grade 12 Diploma with five years¿ experience in Supply Chain Management, Procurement, and Inventory Control.

Equivalencies may include

  • Certificate in a supply chain management, procurement, or Business Administration with 4 years experience in Supply Chain Management, Procurement and Inventory Control
  • Diploma in a supply chain management, procurement, or Business Administration with 3 years experience in Supply Chain Management, Procurement and Inventory Control
