Added email correspondence from Officer (Wendy Bidwell) to Contractor (EFI Global-Steve Sarna) noting receipt of report and spill file closure.

Drum was retrieved and product was cleaned-up and remediation/monitoring continued for years after the spill. Final report from contractors (EFI Global) was received in September 2024 and ECC Officer (Wendy Bidwell) singed off on the spill and will close.
