Paramount has requested to close spill 2023255 as most of the remedial requirements have been met (i.e. RAP & Remediation Report submitted and regulatory authorizations issued - Type A water licence and land use permit). However, a large stockpile of contaminated soil from the spill remedial activities still remains onsite. Until this waste stream is appropriately managed and/or properly disposed of/removed offsite, the lead officer cannot close this spill as the liability still remains at site. The water licence issued in December 2025 will guide how remedial operations at site are conducted moving forward. The forthcoming Waste Management Plan required by the licence will outline how this waste stream will be managed and disposed off. Until this plan is submitted and executed, the spill will remain open. Paramount has been compliant and cooperative throughout this process, but must remove this liability from site before the spill can be closed. I have attached pertinent documentation. The RAP could not be attached due to the large size, but was submitted and approved by ECC-GNWT.

Paramount had an approved Remedial Action Plan from the Department of ECC to conduct a summer program to remove the water from the surge pond, back fill the surge pond and store the contaminated soil on site. There was ~2300m3 of concetrated brine from the reverse osmosis that was hauled to a BC disposal site. The treated water was released throughout the site. ~6500m3 of contaminated soil was stored in a lined containment cell that was covered and fenced to prevent animals from accessing. This work is still ongoing.
