August 17, 2023 1412 hours Inspector Lila VOUDRACH completed an inspection at the MTS yard. Chris Green was present during the inspection. Inspector VOUDRACH photographed and noted that there was still some hydrocarbons onsite. Inspector VOUDRACH photographed and noted that MTS removed and contained six mega bags of contaminated soil from the site as well as a yellow drum designed for spill cleanups. Inspector VOUDRACH gave the verbal order, to Chris Green, to remove the remaining contaminated soil and to contain it in an area that is inaccessible to the public to avoid another spill. Inspector VOUDRACH told Chris GREEN to keep in mind that the mega bags are not water proof, so she recommended that MTS prepare them for shipment by storing them inside the MTS shipment containers. Inspector VOUDRACH gave her business card to GREEN and asked that he send her an email once the mega bags are stored and to call her when the site is clean and ready for inspection. Inspector VOUDRACH asked GREEN to ensure that they do not backfill the site until it is approved by an inspector. She explained that that is something she explains to all responsible parties, because is something that she has encountered in the past. Covering up a spill site prior to inspection may cause more work for the responsible party.
