Officer BIDWELL - Update - Re-opening spill file as spoke with Spill Reporter (Michel Labine) and the canisters I was directed to by Town staff were not the cylinders initially reported. Received info on the location of the potential chlorine gas cylinders (large sized-yellow) from Mr. Labine. Also followed up with his son, John Labine, who knows the exact location of these cylinders in the metal waste area at the landfill. Officer BIDWELL contacted Andrew Grenier (Director of Public Works-TOFS) to inform him of this and put him in contact with John Labine. Requested that Mr. Grenier follow up and get back to Officer BIDWELL with photos and a contingency plan for safe storage until disposal plans are determined.

Officer BIDWELL went out and did a spill triggered inspection follow-up at the Town of Fort Smith landfill on Thursday June 4, 2026. It turns out the canisters (7 total) were spent (empty) compressed oxygen canisters for SCBAs; Not chlorine gas as originally reported. Seeing as there is no risk associated with these spent vessels, they can remain at the Landfill and be shipped out for disposal. Spill 2026-163 is now updated with this info and photos, and the spill will be closed with the 'non-spill' designation.
