Mr. Speaker, work in the Northwest Territories is evolving, and our laws must keep up. That is why, in 2023, the Government of the Northwest Territories launched a review of the Employment Standards Act and Regulations; the first comprehensive review in over a decade. Workplaces have changed significantly, and our legislation must ensure fair, modern protections for workers and clarity for employers.

Over 300 residents provided input through surveys, roundtable discussions, and written submissions. Their feedback is shaping real changes that will improve working conditions and create new opportunities for Northerners. Updates to the Act and Regulations are being developed now, and we expect the new legislation to take effect during this Legislative Assembly.

Mr. Speaker, based on what we heard, we are considering stronger employee protections, clearer legislation, and more effective enforcement mechanisms. For example, job-protected leave must reflect the real-life challenges Northerners face. When workers experience grief, trauma, or family emergencies, they should be able to take time off without fear of losing their jobs. Current legislation does not account for all situations, and that must change.

We are also reviewing rest periods between shifts, transparency in the termination process; especially for workers at remote sites; and ensuring fair compensation for last-minute changes to work schedules. Other jurisdictions already have these protections in place, and Northerns deserve the same security. Finally, we are exploring ways to encourage employers to comply with the law before complaints arise. 

Mr. Speaker, this legislation will help build safer, healthier, and more supportive workplaces across the Northwest Territories. Thanks to the input of engaged residents, we are modernizing employment standards to reflect the realities of today’s workforce. I look forward to updating this House as we move forward.
