Dental Hygiene Profession Regulations – Phase 1 coming into force

Public Service Announcement

Yellowknife — November 27, 2025

The first phase of the new Dental Hygiene Profession Regulations will come into force on December 1, 2025.

The dental hygiene profession regulations will be moved under the Health and Social Services Professions Act, creating a consistent framework for health and social services professionals in the NWT.

This work will be completed in two phases, as it requires amendments to other legislative frameworks—such as the Pharmacy Act and Medical Profession Act—to support the expanded scope of practice.. The initial proposed changes could not be completed within the legislated timeframe.

Key updates in Phase 1:

  • Dental hygienists will no longer require supervision by a dentist.
  • General scope of practice is expanded.
  • A continuing competency program has been established.

Phase 2 will be coming into force at a later date and will include:

  • An additional Expanded Scope category for registration.
  • Establishment of standards of practice.
  • Establishment of a code of ethics.
