The Government of the Northwest Territories is introducing a new admission process for adults with disabilities into GNWT-funded Supported Living services.
Starting May 13, 2026, all new Supported Living admissions are coordinated through the Committee for Applications to Supported Living, known as CASL. CASL will serve as a single entry point for Supported Living applications across the Northwest Territories. Previously, admissions and waitlists were managed through various processes across regions and service providers.
Supported Living services help adults with disabilities live as independently and safely as possible, either in their own homes or in supported living accommodations. Moving to a single territorial application process will support fairness, transparency, and consistent decision‑making, regardless of where a person lives.
People currently receiving Supported Living services will continue to receive supports without change. Individuals do not need to reapply for services they are already receiving, and eligibility criteria for Supported Living services are not changing at this time.
This change is being implemented in phases. Phase 1 applies only to Supported Living admissions. Respite services for caregivers of persons with disabilities are not included in this phase and will continue under existing application and delivery processes. No changes are being made to respite services on May 13, 2026.
A future transition of respite services to CASL is planned to begin in May 2027. Details about that change will be communicated well in advance.
CASL aligns Supported Living eligibility and admissions with existing territorial approaches used for other health and social services.
Quote:
“Creating a single, territorial process for Supported Living admissions helps make access to services clearer and more consistent for residents and families across the Northwest Territories. I look forward to the Committee for Supported Living providing streamlined support for healing for residents using Supported Living services.”
- Lesa Semmler, Minister of Health and Social Services
