Housing NWT is inviting proposals for an independent review of how Local Housing Organizations are governed and deliver services across the territory.
The review will look at how well the current model supports the delivery of social and market housing programs. It will assess how Local Housing Organizations are run, how decisions are made and monitored, how responsibilities are shared, and how programs and finances are managed over the long term.
The successful proponent will review the current model, look at how other jurisdictions deliver housing programs, and recommend ways to improve governance and service delivery. Recommendations will consider Housing NWT’s responsibilities, the challenges of operating in the North, and future housing needs.
The Request for Proposals is open to interested proponents through a competitive procurement process and is subject to the Government of the Northwest Territories’ Business Incentive Policy.
The full Request for Proposals and submission requirements can be found on the Government of the Northwest Territories procurement website.
The closing date for submissions is November 25, 2026, at 3 p.m.
