Preferred proponent for Stanton Territorial Hospital renewal project

News Releases

YELLOWKNIFE (August 21, 2015) – The renewal of the Stanton Territorial Hospital moves closer to reality with the announcement today by Finance Minister J. Michael Miltenberger, that Boreal Health Partnership (BHP) has been selected as the Preferred Proponent, pursuant to the GNWT’s Request for Proposals for the project.

The GNWT and BHP will be working together to finalize the Project Agreement and start the preparatory work required before construction can begin later this Fall.

This is a major step in providing the benefits of a state-of-the-art hospital to residents of the Northwest Territories,” said Minister Miltenberger. “Stanton has been in service since 1988. The facility is aging and is due for a major renewal. Due to the complexity of the renewal, the GNWT is leveraging the experience gained thorough Public Private Partnerships, which have become the preferred method of procurement for major health care infrastructure projects in Canada, to design, build, finance and maintain Stanton.”

“The BHP team is excited and looking forward to working collaboratively with GNWT to realize the vision of quality health care in the region with the development of a state-of-the-art health care facility,” said Edmund Mahabir, Carillion’s Executive Vice President, Public Private Partnerships and Construction. “We value the opportunity to be involved in this important project and maintain a long-term partnership with all stakeholders.”

The new hospital will include a floor area of over 280,000 square feet and will offer outpatient and inpatient services including emergency, medical imaging, dialysis, obstetrics, pediatric, cardio and mental health departments as well as day procedure and surgery suites.  Specific enhancements will include:

  • All inpatient beds will be replaced with single inpatient rooms
  • A new and larger emergency department
  • A new and larger medical laboratory, and additional space for diagnostic imaging
  • Enhanced medical technology to modernize hospital operations.

Boreal Health Partnership is a consortium consisting of Carillion/Hochtief/Bird Capital as the Equity Providers; Bird Construction, Clark Builders Ltd. and Kasian Architects as the Design Builder and Carillion Canada Inc. as the Service Provider.
