Premier Simpson announces new President of Housing NWT

Premier R.J. Simpson today announced the appointment of Mr. Terence Courtoreille as President of Housing NWT, effective July 13, 2026.

Mr. Courtoreille brings more than two decades of progressive senior management experience with the Government of the Northwest Territories, with a strong background in public-sector financial management, system-wide review, governance and operational sustainability.

He most recently served as Associate Deputy Minister of Healthcare System Sustainability, where he led work to support the long-term fiscal and operational sustainability of the Northwest Territories health and social services system. That work has focused on reviewing core services, strengthening evidence-based decision making and identifying opportunities to improve how services are delivered for residents.

Mr. Courtoreille has also held several senior roles within the Department of Finance, including Deputy Secretary to the Financial Management Board, Director of the Management Board Secretariat and Director of Finance. Before joining the GNWT, he worked for the Northwest Territories Power Corporation for 18 years. He holds a Bachelor of Commerce from the University of Alberta and is a Chartered Professional Accountant.

As President of Housing NWT, Mr. Courtoreille will provide overall leadership and direction for the corporation as it continues work to improve the suitability, accessibility and affordability of housing options across the Northwest Territories.

Increasing the availability and affordability of housing is one of the 20th Legislative Assembly’s priorities and a mandate commitment of the GNWT. Housing NWT is advancing major capital projects, renewing aging housing stock, strengthening partnerships with Indigenous governments and community housing partners, and continuing work to modernize programs and improve service delivery for residents.

Over the past year and a half, under the leadership of Minister Kuptana, this work has moved from planning into delivery. The corporation is advancing its $150 million three-year capital plan, including 98 modular social housing units across nine communities, the 50-unit social housing multi-plex in downtown Yellowknife, new homes in smaller communities, and major repairs and renewal of existing homes. This work is being guided by the Territorial Housing Needs Assessment, supported by northern manufacturing and local construction partnerships, and strengthened through government-to-government collaboration with Indigenous governments, including the recent memorandum of understanding with the Inuvialuit Regional Corporation.
