The Government of the Northwest Territories (GNWT) has issued a revised Interpretation Bulletin (IB-4) to clarify how the Business Incentive Policy (BIP) is applied within the GNWT procurement process. These updates ensure consistent application of the policy across all GNWT procurement opportunities and reflect the GNWT's commitment to reducing barriers for businesses and strengthening accountability in government procurement.

Major Updates

• Standardized and simplified IB4 PEE adjustment justification form to make it easier for businesses to determine PEE-eligible items in a bid or proposal.
• Consolidation of previous interpretation bulletins (IB-4, IB-7 and IB-8) into a single, clearer document (revised IB-4).
• Updated process for applying the PEE to tender processes.

Who is concerned?

• All suppliers responding to GNWT calls for tender.

This Interpretation Bulletin replaces Interpretation Bulletins 4, 7, and 8.
