Updates to Business Incentive Policy (BIP) Interpretive Bulletins

The Government of the Northwest Territories (GNWT) has issued a revised Interpretive Bulletin (IB-4) to provide greater clarity on how the Business Incentive Policy (BIP) is applied in GNWT procurement. These updates ensure consistent application across all GNWT procurement opportunities and reflect the GNWT’s commitment to reducing barriers for businesses and enhancing accountability in procurement.  

Key Updates:

  • Standardized and simplified Substantiation of BIP Adjustment form to make it easier for businesses to identify BIP eligible content in a bid or proposal.
  • Consolidation of previous interpretive bulletins (IB-4, IB-7 and IB-8) into a single, clearer document (revised IB-4).
  • Updated approach for applying the BIP to RFP processes.

Who is affected:

  • All vendors responding to GNWT procurement opportunities.

This Interpretive Bulletin replaces previous Interpretive Bulletins Number 4, 7, and 8.
