What is a pesticide?

A pesticide is a substance or mixture of substances used in preventing, destroying, repelling or mitigating plants, animals or insects.

Non-domestic pesticides are regulated in the Northwest Territories (NWT) under the Pesticide Act and Pesticide Regulations.

The information in this section is an overview. For more details, view legislation and regulations related to pesticide use in the NWT, the Pest Control Products Act (Canada) and Pest Control Products Regulations (Canada).

Who needs this permit?

You need this permit if you own or operate a facility where pesticides are to be applied.  Permits are valid for up to a year from the date of issue.

How do I apply?

Pesticide Application Permit Applications are subject to the preliminary screening process under the Mackenzie Valley Resource Management Act for all first time applications. Information on this process can be found on the Mackenzie Valley Environmental Impact Review Board website. Future applications that have already undergone a preliminary screening do not require additional screenings, as long as the project is within the scope of the initial application.

Complete a Pesticide Application Permit Application and attach the following information:

  • Map of the geographical area over which the pesticide will be applied
  • Summary of the proposed pesticide application that explains the following:
    • purpose for applying the pesticide
    • name and pest control product number of the pesticide
    • total quantity of pesticide to be applied
    • application rate of the pesticide
    • proposed number and frequency of applications of the pesticide
    • type of equipment and proposed method for applying the pesticide
    • proposed method for disposing of surplus pesticide and pesticide containers
  • Proof of payment of any assessment payable by the applicant under the Workers' Compensation Act
  • Proof  that the applicant and any person who will apply the pesticide are qualified to safely use, apply, handle and dispose of any pesticide that is to be applied
  • Proof that the applicant and any person who will apply the pesticide are insured for public liability arising from the application of a pesticide in an amount not less than $1,000,000
  • Any other relevant information the inspector may require

Apply for a Pesticide Business Permit

Who needs this permit?

You need this permit if you are a pest control company planning to conduct structural pest control operations in the Northwest Territories; or, you are a vegetation control company hired by a company with a valid Pesticide Application Permit.

How do I apply?

Complete a Pesticide Business Permit Application, and attach the following information: 

  • Description of the premises where any pesticides will be stored
  • Description of the applicant's proposed method of storing any pesticides
  • Name, pest control product number and quantity of any pesticides that the applicant proposes to store
  • Certificate of good standing issued by the Registrar of Corporations and dated within one month of the date of the application, where the applicant is a corporation
  • Proof of payment of any assessment payable by the applicant under the Workers' Compensation Act
  • Any other relevant information that the inspector may require
