Appointment of Municipal Administrator in Fort Resolution

Today, the order declaring that the Hamlet of Fort Resolution is under Administration takes effect. This order will remain in effect until it is repealed at a date to be determined.

The Minister of Municipal and Community Affairs (MACA) has determined that it has become necessary to place the Hamlet of Fort Resolution under Administration due to the financial and operational challenges it has been facing.

The order appoints Shawn Stuckey as Municipal Administrator and relieves the Mayor and all members of the Hamlet of Fort Resolution Council of their duties. This is not a decision that is taken lightly. It is an exceptional measure that has been deemed necessary to stabilize operations and address the challenges the Hamlet is facing.

MACA will work closely with Mr. Stuckey to uphold the goals of maintaining and developing a strong community. Mr. Stuckey has a decade’s worth of experience working as a Chief Administration Officer in Nunavut, Manitoba, and most recently in Tuktoyaktuk. Mr. Stuckey also has direct experience with deficit recovery planning.

Quick Facts

  • The Administrator is tasked with, but not limited to, the following:
    • completing and submitting the 2023-24 Budget,
    • establishing a deficit recovery plan; and
    • completing and submitting outstanding financial audits and reports.
  • The Administrator replaces the Council. The Administrator may exercise the powers and shall perform the duties of the council under the Hamlets Act. Bylaws, budgets, and a deficit recovery plan will need to be approved by the Minister. Individuals can contact the Administrator if they have concerns or questions.
  • Once the Minister is satisfied that the issues facing the Hamlet have been resolved, the Hamlets Act provides the Minister with the authority to revoke the Administration Order and call a new election. The idea is to have an elected government in place as soon as stability has been restored.
