The Government of the Northwest Territories (GNWT) is transitioning the Hamlet of Enterprise from Administration back to local governance under the oversight of a Municipal Supervisor. This decision follows significant progress in resolving the governance, financial, and operational issues that led to the community being placed under Administration on May 7, 2025.
The Minister of Municipal and Community Affairs (MACA) has placed the Hamlet under Supervision from January 6, 2026, to January 5, 2027, unless revoked earlier. This is to support a stable transition and ensure continued progress toward resolving the governance, financial and operational issues.
Grant Hood, who is the Municipal Administrator for the Hamlet, has been appointed Municipal Supervisor, and Lorie Fyfe and Bobby Bourque have been appointed Deputy Supervisors for the duration of the Supervision Order. Their roles are to provide oversight, ensure sound governance practices, and support the new council as it assumes its responsibilities.
An election for a new Mayor and councillors was scheduled for December 8, 2025. Since only four people submitted their names, everyone will be automatically acclaimed because not enough candidates nominated themselves to require any votes. One vacant councillor will be filled later.
The new council’s term will start at 12:00 pm on January 6, 2026, or upon their swearing in. The Administration Order will also be revoked at 12:00 pm on January 6, 2026, officially ending the Administration period and beginning the Supervision period.

Quick facts
- The Administration Order will be revoked on January 6, 2026, when the newly elected Mayor and councillors take office. At that point, the council will resume its full powers and responsibilities under the Hamlets Act.
- Following the return to local governance, the Hamlet of Enterprise will operate under a one-year Supervision Order beginning January 6, 2026. The Municipal Supervisor will provide oversight, review decisions, and offer guidance to support good governance and financial management.
- All bylaws and budgets adopted by the new council during the supervision period will be subject to review by the Municipal Supervisor and may require approval in accordance with the Hamlets Act.
- Residents can contact the Municipal Supervisor or Deputy Supervisors if they have concerns or questions about governance, financial matters, or operational issues during the supervision period.
- Under the Hamlets Act, the Minister may revoke the Supervision Order before January 5, 2027, if the Minister is satisfied that the Hamlet has demonstrated stable governance and effective financial management.
