GNWT Advances Indigenous Employment Through Targeted Departmental Action

News Releases

Yellowknife — May 27, 2025

The Government of the Northwest Territories (GNWT) continues to make meaningful progress in its efforts to improve Indigenous representation in the public service through the Indigenous Recruitment and Retention Framework, launched in 2022-2023.

A key element of the Framework is the Departmental Indigenous Employment Plan (DIEP) initiative, which requires GNWT departments and agencies to set and work toward specific employment and advancement targets for Indigenous persons. These plans are designed to address systemic barriers and support long-term career growth for Indigenous employees.

Departments have now released their progress reports for the 2023-2024 fiscal year and are actively working toward new targets for 2024-2025. These reports include stories of success and concrete examples of momentum building across the GNWT. Highlights include:

  • the full utilization of the Indigenous Development and Training Program for the first time;
  • the launch of a recruitment-focused social media platform to improve outreach; and
  • the introduction of the Inclusive Leadership Competency within the GNWT's broader competency model.

While several departments have met or exceeded their targets, the report also underscores the work still required. Reviews of job descriptions are ongoing to remove barriers, and efforts continue to ensure equitable access to opportunities for all Indigenous persons.

Quote

“The GNWT recognizes the importance of sustained investment in Indigenous employment and is committed to building a representative, inclusive public service that reflects the population it serves. Departmental Indigenous Employment Plans are driving meaningful progress and accountability. We’re seeing more departments take ownership of their targets, explore innovative hiring approaches, and prioritize the advancement of Indigenous employees. This is about changing systems to create lasting opportunity.”

Quick facts

  • Ongoing feedback gathered during the design of the Framework continues to shape its implementation.
  • One of the most significant changes arising from that engagement is the integration of DIEP progress into performance appraisals for Deputy Heads a under the 20th Legislative Assembly.
