New Judge Appointed to Territorial Court

Yellowknife — February 8, 2019

Minister of Justice Louis Sebert announced today the appointment of Donovan Frederick Molloy, Q.C., as the new judge of the Territorial Court of the Northwest Territories. This appointment will be effective February 20, 2019.

Mr. Molloy graduated with distinction from the Law program at University of New Brunswick in 1992, and was called to the Bar in Newfoundland and Labrador in 1993.

 

He has worked in prosecutions, both for the provincial and federal services in Newfoundland and Labrador, since 1994. In 2008, he became Senior Crown Attorney within the Office of Public Prosecutions in St. John’s; in 2010 he became Assistant Director of Public Prosecutions and then in 2012, the Director of Public Prosecutions and Assistant Deputy Minister (Criminal Operations). He held that position until July 2016, when he accepted an appointment as the new Information and Privacy Commissioner of his province.

 

Mr. Molloy is recognized among his peers for his exceptional legal skills, high ethical standards and professionalism. His experience working in small, remote, and Indigenous communities in Newfoundland and Labrador has prepared him well for his new functions as a judge of the Territorial Court.

  • This appointment fills a vacancy created by the retirement of Judge Bernadette Schmaltz, in May 2018.
  • In addition to the Chief Judge Christine Gagnon, the Territorial Court includes Judge Robert Gorin and Judge Garth Malakoe.
  • The Territorial Court hears both criminal and civil matters, including family law, child protection and civil claims of up to $35,000.
  • The Territorial Court Act establishes the Judicial Appointments Advisory Committee, which reviews and recommends candidates to the Commissioner in Executive Council for appointment to the Territorial Court.
