The Government of the Northwest Territories has amended the Petroleum Products and Carbon Tax Regulations to increase the carbon tax rebate available to prescribed large emitters from 72 per cent to 85 per cent of benchmark fuel volumes.
The amendment aligns the Northwest Territories large emitter carbon pricing regime with industrial carbon pricing changes announced by the Government of Canada on May 15, 2026. Those changes reduced federal industrial carbon pricing levels and provided provinces and territories the opportunity to adjust their large emitter pricing systems accordingly.
This amendment applies only to prescribed large emitters identified in the regulations. It does not affect Northwest Territories residents or other businesses, as carbon tax no longer applies to most carbon-based fuels sold in the Northwest Territories following its removal effective April 1, 2025.
The amended rebate rate maintains alignment with federal carbon pricing benchmark requirements while preserving a Northwest Territories carbon pricing system for large industrial emitters.
The amendment is effective retroactive to April 1, 2026.
