This year’s theme promotes Article 13 of the United Nations Convention on the Rights of the Child which states “children have the right to freedom of expression.”

UN’s Declaration on the Rights of Indigenous Peoples

November 15, 2010 - Premier Floyd Roland says Canada’s endorsement on Friday of the UN’s Declaration on the Rights of Indigenous Peoples is an encouraging and tangible demonstration of the federal governments’ renewed commitment to  Canada’s Aboriginal people.

“Aboriginal cultures, values and traditions are a rich and equal part of our nation’s proud history,” the Premier said.  “I congratulate the federal government for recognizing and taking this important step that will serve to advance and strengthen our relationships collectively as Canadians.”

Arctic Future Seminar

November 8, 2010 - Premier Roland delivered a keynote speech to the Arctic Future Seminar in Helsinki, Finland today.


Good afternoon and thank you for the opportunity to speak with you today.The subject of today’s seminar is one of particular interest to myself and to the people of the Northwest Territories. We have acutely experienced the rapid change that has characterized the Arctic in recent years and confronted the questions of what that change means to the interests and perspectives of Northerners.

Premier and Aboriginal Leaders Discuss Draft Devolution Agreement-in-Principle

November 5, 2010 - Premier Floyd Roland and the Northwest Territories’ regional Aboriginal leaders met last night to discuss issues relating to the draft Devolution Agreement-in-Principle (AiP).

The meeting between the Premier and Aboriginal leaders is the latest step in the ongoing Devolution negotiations process.

“We had a healthy discussion on the importance of Devolution and the AiP,” the Premier said. “We have agreed to work on a process that will allow us to move forward with the AiP.”

Premier to Promote Circumpolar Cooperation in Finland

November 5, 2010 - Premier Floyd Roland will travel to Helsinki this weekend where he will deliver a key note address at the “Arctic Future – Cooperation in the Face of Change” seminar on November 8, 2010.

Given its importance to NWT residents, Premier Roland has become a leading proponent for building international understanding and cooperation on key issues impacting the Circumpolar North and promoting the importance of Northern decision making and cooperation in the face of growing global interest in the Arctic.

Next Steps Towards Devolution

November 4, 2010 - Premier Roland highlighted the next steps towards devolution today in the Legislative Assembly.


Mr. Speaker, the transfer of authority for public lands and resources to the Government of the Northwest Territories will create major benefits and opportunities for our people.

Approval of the proposed AiP will be a critical step in our negotiations with Canada, but it is just another step. It is not the final agreement and it will not be legally binding.
